did it ever appear?

Thanks for the tips. I have three monitors, I used up all the tips possible for trying to find the topology toolbar. I see that it is selected and I've moved screens around, undocked all my toolbars that I have selected, did the registry change and delete. There's lots of topics on changing parameters around if the toolbar is not working, but I still can't get the toolbar to show up on the screen anywhere.
As a last resort, you can try resetting your ArcGIS application profile.
