how to import a DLG file into ArcGIS

I am trying to import a DLG vector file into ArcGIS 10.3.1; when trying to add it as data - Arc does not recognize it.  The file was developed by USGS from topographic quadrangles in the 1990s. When you open it in text editor - it looks similar to an ASCII file.  I can find no conversion tools and have found no references to it online.  Any ideas? The file is attached.

You could use Data Interoperability for ArcGIS (extension) or FME tools to read the DLG files.

Thank you for the response .

I don’t have a license for the Data Interoperability extension or FME tools.

I have worked around the problem by editing the files to be importable as ascii files.

Global Mapper can read DLG. I've been hunting around for the old DLG2DXF.EXE converter (used to be on the BLM ftp site years ago) but no luck so far.

ArcInfo Workstation can read DLG fine, but of course it's getting a little harder to come by.

I found it on this website, though Windows 10 won't let me run it.
