Is this done through AGO items page once we publish the service because I do not see the Properties list  to click "Allow others to export to different formats"  for an item or service. Follow these steps to allow others to export from a hosted feature layer: Sign in as the hosted feature layer owner or a portal administrator. Courtney, Here is our Open data portal. http://services1.arcgis.com/ioennV6PpG5Xodq0/ArcGIS/rest/services/OpenData_A3/FeatureServer/0 It is supposed to have 151 datasets, currently it is only showing 138 of them.
