Here are some detailed steps for the Oracle client and ArcGIS Pro: https://community.esri.com/t5/mapping-and-charting-enterprise-databases/how-to-install-the-oracle-database-client-for/ba-p/1236633 The PATH variable is in your system settings for the machine: Make sure you have the Oracle 64-bit client (NOT 32-bit) listed in the beginning. If you are using the Oracle Full client, then it will add it to the PATH for you during the install / configuration. Once you have the PATH configured, you will need to close and re-open ArcGIS Pro for it to capture the change. Another resource you may want to ask if your Oracle DBA, many times they can help with the client configuration on your machine.

After you restore the backup to SQL Server, you must create the users to match what is in the restored database. Once the users are in the SQL instance you must re-sync the logins from the database to the instance: https://support.esri.com/en-us/knowledge-base/re-synch-sql-server-logins-or-users-after-restoring-a-d-000008079 That should allow you to connect as those users. If the restored database is all DBO, then a DBO users on the new instance should be able to connect.

Just so I am clear, you cannot connect with ArcGIS Pro to SQL Server at all. Is there any error message, if so please provide? Are you using the Microsoft ODBC Driver 17 for SQL Server? Is SQL Server installed on Linux or Windows O/S? You mention Enterprise, but need clarification on this. Is there all ready an enterprise geodatabase or just a SQL database on that instance?

Ok, thanks for the additional information. Branch Versioned data cannot be published to ArcGIS Online, that will not work. Once it published to Enterprise and working, you can create an item in ArcGIS Online to edit. Note - if you edit the branch versioned feature layers in Online it will edit the DEFAULT Version. Do you have any other layers in the Pro map that you are using for publishing that are NOT branch versioned also? If you only have 1 of the branch versioned layers in the map, does it publish successfully? For your last paragraph: "Where is the data stored once published?" If the data is published as referenced, the data is stored in the Enterprise Geodatabase (EGDB) "Somewhere on the datastore of the ArcGIS server?" It is only stored on the ArcGIS Server / DataStore if the data is copied as part of the publishing process. "If edits are perform on the feature layers, will this data can be brought back (reconcile) to the original GDB that served to do the publishing?" If you make edits on a Hosted layer (i.e., not in the EGDB) there is not "versioning" mechanism available. Overall, once you get the layers published with Version Management enabled, you will be able to reconcile / post.
