Ok, so to be clear..... you restored the Enterprise Geodatabase on a new server? What is the version of SQL Server? What is the version of the Enterprise Geodatabase? You are using Pro 3.6 and testing with this client version? What version of ArcMap are you using also? ... View more

I am not sure that you can run SQL functions (like SDO_BUFFER) in a query layer.  I do not have Oracle to test this. The client (you) should be able to upgrade to 3.1.x, if you are current on the software maintenance. You could get an updated license file and move to 3.1.x or newer. I am not aware of any public location to download that patch, since the software is retired. ... View more

I would like to note that Pro 2.8.x was retired about 18 months ago (June 1, 2024 - https://support.esri.com/en-us/products/arcgis-pro/life-cycle).
