I think I may have misspoke adding to this thread. It appears that I encountered this bug using the XYTabletoPoint, not displayXY. When I noticed that 2.5.1 was released and fixed the 'ToolValidator' object has no attribute 'isLicensed' bug I immediately downloaded it and reran my script. It worked! I assume both commands were hitting the same bug. Not only that I can run the script in my IDE instead of just as an ArcGIS tool. Happy days. This bug appears to be occurring on many tools. Especially the newer ones that use the parallel processing. I noticed that Esri updated the bug report to say this "medium" bug will not be fixed at until 2.4.6. It looks like an extended wait until these tools are usable in Python. So far I have been able to work around all of the broken commands by using the older versions of the tools. It is too bad because these new commands are much faster and more functional. The new charts in ArcGIS Pro are amazing. Setting them up with large datasets is problematic as each change to a chart property causes the whole chart to redraw. Minor changes such as an axis label will trigger the redraw, which can take several minutes. It would be nice to turn off or pause the recalculation feature while I am setting up a chart. One work around is working with a subset as selected feature, extent, or definition query, or time series. I would rather not have to keep track of the data set I am using. It is too easy to create a chart with the incorrect dataset.

The ability to share as a Map File is a great way to share a common operational view in Pro. It would be nice to be able to work with these files using python. At a minimum allow python to save and open a Map File just like a the layer file. Extending the API to provide R/W access to the name and metadata fields in the Map Properties would make it even better. This would facilitate publishing these map files to ArcGIS Online. Extending the API for Layer files to provide R/W access to the name and metadata fields in the layer file would also be very helpful. This would facilitate publishing Web Layers to ArcGIS Online. It would also facilitate managing the metadata attributes.
