Based on my understanding, there is no way to do what you want without putting in your own HTML/CSS. It's possible, but would require operating outside of the div that the UI works within. We wanted a similar setup for our page, and we opted to host the landing page for open data ourselves.

As of this morning, it is working on my end as well. You must have a magical connection to the internet, and for that, I thank you. Not sure what the initial cause was, but I'm gonna treat it like it was never an issue unless it pops up again. If that happens, I'll probably open an Esri Support Case and post any information I garner, on this thread.

Thanks for the quick response, Courtney. The Open Data url is Home | Stark County Ohio Open Data I have already changed the majority of the map services that have given me issues into feature services. One of the few map services left untouched is our Parcel Sales service. The url is Dataset | Stark County Ohio Open Data This specific service may not be the best example because it is published off of a SQL view (different from the rest of our services). I haven't confirmed that this one works as a feature service, but every other service that I have made that change to has suddenly started working. If the Parcel Sales service isn't a viable example, and you really want to figure out what the issue was for my standard map services, I can alter the service url from feature back to map, and assuming the issue is remains, you can explore the issue. Please let me know if you need any additional info. Thanks again for looking into this.

Within the Open Data FAQ: Does Open Data work with Map Services? Yes. Open Data can work with your ArcGIS for Server Map Services. If you register the whole service as an Item in ArcGIS Online, when shared to ArcGIS Open Data, each layer will appear as an individual dataset. If you would like to provide a detailed description and unique tags for each layer, you must register the layers individually as Items in ArcGIS Online. Whenever I attempt to download as a shapefile, the Activity tray always returns "shapefile – An error occured while processing this dataset." Not sure what causes this error. We're using ArcGIS Server 10.2.2 to host the data. When I change the service url to the feature service url, the download suddenly works and I get no error. I'm curious to see if anyone else has encountered the same issue. I can obviously republish all of our services with feature access enabled as a workaround, but I would like to know why the map services don't work when the FAQ clearly states that they can. Any insight would be appreciated 🙂

After opening an Esri Support Case, I was told this bug had been assigned (as Joshua mentioned) to Esri's development team. There is currently no listed workaround for this issue.

I have imported muplitple .mxd files into ArcGIS Pro and on average, it takes 25-30 minutes to import and load the layers. My geodatabase connection has already been created and everything seems to be in working order. After the initial load time, everything works and seems to operate as expected with little to no delay. The geodatabase being used as the data source is on an Oracle platform and I have the 64-bit client preceding the 32-bit client within the path, separated with a semi-colon. I can't determine what, if anything I am doing wrong. However, I'm sure there is something I'm missing and I am curious if anyone else has encountered the same issue and has figured out what was causing the delay? Any help would be appreciated. To preface, the platform is oracle and I have already updated my oracle client to 64-bit. The connection works perfectly at first, but breaks when I attempt to modify the name of the connection. To do this, I am right-clicking the database connection and clicking rename. I assumed this would rename an alias, but instead, it breaks the connection. I need to modify the database connection name because we are using a multi-user SDE environment, and it gets confusing real fast if the only difference in the names is SDEname, SDEname(2), SDE name(3). Any help would be appreciated

When using the EXPRESSION method in the DynamicValue table, I can only use VB Script. It would be incredibly helpful if I could use Python to take advantage of the .split() string to separate the words at the spaces, i.e. !FULLADDR!.split(" ")[0]. I am trying to parse out the FULLADDR field to accomodate our LBRS data to ensure we continue to meet state standards. It would be incredibly helpful if this could be done manually. If accommodating Python within the DynamicValue table in the future isn't anticipated, can anyone advise how I would use a space as the delimeter to parse out the FULLADDR field into separate fields? Thank you in advance for any help.
