Would Geocoders/Locators built with ArcGIS Pro 3.6 be fully compatible with Enterprise 11.5; or should I stick with building locators in 3.5.x for this? Is there a list of functionality that is not backwards compatible?

There are tools included in both ArcGIS Server and ArcGIS Portal for migrating service-accounts if that is what you are worried about. ESRI Support is great and guiding you through those kinds of events if you need.

A Federated Server use both the direct connection on port 6443 and the connection via the web-adaptor. You will also find in your Server and Portal logs that the Server will also query on 6080 for non-authenticated interfaces; so be aware of this aspect as well. In general your architecture is very sound; as @LavanyaVasudevanNES noted you do need to ensure you have bi-directional communications available but overall your platform is sound.

My agency has an Internal (local DNS'd) ArcGIS Enterprise platform and we are not being able to connect. All other Apps such as ArcGIS Pro are able to see our portal endpoint (prodgis.dor.wa.loc/portal) ; but the plug-in tells us "The specified ArcGIS (or ArcGIS Enterprise) URL is not valid. Is this locking up on the internal/non-externally-routable DNS? We are totally SSL and Cert based running across 443/

What would be really good; is a option to have the tutorial/class point to your On-Prem instance with URLS versus always depending on AGOL resources. This way you have users using your environment with your configurations to access Living-Atlas content; without the added hit of managing users in AGOL who will NEVER use that as a resources.

Consider that every dedicated map-service is a servlet; which has a memory footprint. How many Shared-Instance engines do you have with services configured for those? I have split a lot of my load between my hosting/map-server and batch-services; so I can have submitted data with 100Ks of rows running separate without hitting my transaction lookup functions.
