ArcGIS Pro 2.5: Why “snapping” is lost when digitizing asset groups of line utility network?

 

In the screenshot below, rules between L1, L2, and L3 are set, nevertheless, when digitizing L2 asset group, then it is not snapped to L1.

 

What could be the issue here?

Snapping

When you add or move a network feature, snap settings automatically change to settings that conform to junction and edge connectivity rules. You can turn snapping off, but you cannot change the layers or features to which you are snapping.

Right. According to the set of configured rules, in order to connect L1 to L2, there should be a device D1, D2 or a junction J1. Having these devices or junctions first digitized, makes the connection possible.
