I have two 10.1 SP1 ArcGIS servers in the same site and in the same cluster. I have one license for the image server extension. Is the only way to use the IS extension to put each server in its own cluster and then set any imagery service (mosaic) to would require the IS extension to only be served using the cluster that has the server with IS extension license? I hope I worded that clearly enough :^)
