ArcGIS Server cache from outside wms service

I have an ArcGIS server web application (version 10.1) that utilizes an external WMS service (From ERDAS Apollo server) for displaying some information layers on top of a local basemap. I am planning to do it in following steps:

1) Add the WMS service(From ERDAS Apollo server) in ArcGIS Desktop 10.1.
2) Save the map document and publish it to our local server.
3) Set the appropriate scales, and
4) Creating the cache from ArcToolbox.

But, I am not able to publish the map as it gives an error (Wrong layer type for WMS layer).
Is there any way I can publish the external WMS service and create cache locally?

Any suggestions or help would be greatly appreciated.

At 10.1 and beyond service layers cannot be 'cascaded' (or republished as a layer) in another service.

Thanks Randall, Our ultimate goal is to make ERDAS apollo server images or its tile map cache in ArcGIS windows mobile application in disconnected mode. We should able to get direct Apollo database access.
