Creating Spatial Variable

Hi
My name is Guillermo and I'm a senior Political Science student in Mexico.
For my thesis I'm using OLS and GWR tests in order to explain the causes of violence in a particular state (Michoacan).
I'm having trouble finding a proper specified model for this purpose.
I noticed in one of the online seminars "Spatial Statistics: best practices" (which I must say: it was VERY HELPFUL) they use something called "spatial variable" which was created with the tool Near.

I'm trying to create a variable called "distance from urban centers"; however, when I use my polygon and point layers, all I get is cero's. Is there anything I can do to solve this? Does anyone have a suggestion?

Thank you for your quick answer.
1. Yes, I'm using ArcMap 10.2
2. Yes they are projected (PCS: North America Lambert Conformal Conic)
3. Yes the tool runs successfuly
4. The two near fiels do get appended
5. In terms of radius and units I'm not sure what to do; thus I stay with the default options.
