Generating .locb file in Offline development

Hi everyone,

I'm working on an application which works in a full offline environment. Currently, I'm attempting to incorporate offline geocoding/search feature. Using ArcMap I've generated .loc and .lox files. I understand that .locb file is also required for the offline geocoding function to work.

From the forums and resources online, I've gathered that I need to somehow publish my locator files on ArcGIS Desktop (which software is it referring to exactly?) in order to obtain the .locb file. Here's the problem, my development workstation (with ArcGIS Desktop 10.2.1) is completely offline. My internet-connected computer does not have ArcGIS Desktop installed, and I do not have the permissions to install it.

Is there a way to generate the .locb file offline?

All advice appreciated. Thanks in advance!
