I have a test application which uses a single ArcGIS Feature Layer (US Counties) with a scale dependency set at in beyond 1:12million. When I load this map using the WebMap API in the Android SDK the layer does not draw. Even after zooming in several levels to account for the difference in map scales between displays with different pixel density. However, I noticed that if I save the webmap with the extent zoomed into about 1:500k the layer does draw. Its almost like when the map initially loads and the layer is not within the visible scale range, it turns itself off completely.
