Creating Spatially Balanced Points

Hi, I'm trying to create a set number of spatially balanced points within a shape-file I've created, however upon running the tool an
error appears informing me that either I don't have the licence to complete the command or that '54s6575f - the number of points
produced less that the number of points requested', with no points being created. Can anybody advise on how to create a grid of spatially distributed points within a polygon.

You need an a priori raster as input. Please see the tool's help.

To ignore values, set the pixel values (in the input raster) to zero or nodata.

Do you have a Geostatistical Analyst license and have you checked it out in ArcMap?
