Adding additional SOC breaks REST calls with permissions error...

I have added additional SOCS to our ArcGIS Server environment.  Doing so results in "Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))" when making REST calls (half of the time, or all of the time if I just allocate my new SOC to our SOM)  Our web ADF apps work fine.  What permissions would a REST call need to a SOC machine?

FYI - Ensure password for ArcGISWebService user is correct and account is not locked out
