ArcGIS Server Manager Error

To All ArcGIS Server v10.1 Users:

When I try to use ArcGIS Server Manager for the first time I get the following error after the initial setup pages:
Failed to create the site. The machine does not have a valid license. Please authorize ArcGIS Server by clicking Start > Programs > ArcGIS > Software Authorization

I had already authorized the software over the internet with ESRI, so I am confused as to why I am getting this error message.

Any help or feedback to solve this issue is greatly appreciated.  Thank you.

You may have a corrupt (or invalid) keycodes file.  Try deleting or renaming the file, then authorize again.

C:\Program Files\ESRI\License10.1\sysgen 

There is a bug where the keycodes file is installed in wrong folder.

You are correct.

I thought I had authorized the software with my v10.1 EDN license, but I actually took the ECP number from v10.0.  When I checked the keycodes file I was able to confirm this.

Note that when I authorized AGS with the v10.1 EDN license, it added the 10.1 keycode values to the 10.0 keycode values and I was still getting an error.  I had to delete the 10.0 keycode values and reboot the server in order for ArcGIS Server Manager to function properly.
