adding widgets to downloaded Apps

Is it possible to add widgets to a downloaded app. For example I downloaded "legend_main" app. But I need to be able to turn my layers on and off. Can i add a widget folder and then also add widget commands into the index.html.

I am not familiar with the application. However, if you downloaded it and it contains the source code, you should be able to modify it any way you want, as long as you know the development environment. If you need coding help, I'd suggest posting in the appropriate forum for JavaScript, Flex or Silverlight development.
