layer transparency without color transparency

I want to utilize layer transparency when I create a service on ArcGIS server.  When I create an SD I get an exception stating "Enabling the option to convert layer transparency to color transparency may improve performance".  I would like to disable this as when I look at the service with the flex viewer the transparency is gone.  If I bring the service into arcmap, the transparency is present.  Is it possible to take the hit in performance and not enable the option?

The option to switch from layer transparency to color transparency is not enabled by default. To get color transparency you would have to right click on the warning "Enabling the option to convert layer transparency to color transparency may improve performance" that shows up during the publishing process and select "Use Color Transparency". Did you do this?

The fact that it is working fine in ArcMap, but not in FlexViewer seems to me is an issue with FlexViewer and has nothing to do with the map service that you published.

I think I did click on it during publishing, but did not understand the implications.  Then I could not get the option back to unclick it.  I went back to ArcMap and right clicked on the warning message to Except it.  Then I published the sd.  I published it on the server and created a new flex viewer app through the GUI.  It made no difference.  You are correct in that it must be the flexviewer.  When I pull the servcie into arcmap it looks like it should.  I have posted two photos that show the difference, one in arcmap and one with the flexviewer.  I really like the transparency as you can see the underlaying features and labels.
