Plot Vehicle Image On Map

I how can I plot a vehicle image on a map? E.g. I got the vehicle GPS coordinates and want to plot a image on a map so that user can see that image.
Am using the REST API.

Consider using one of the Esri Web APIs to display vehicle locations as client side graphics on a map.

For example, Javascript API has a nice sample to display client side graphics - http://help.arcgis.com/en/webapi/javascript/arcgis/help/jssamples/graphics_add.html.
