I have Installed ArcGIS for Desktop 10.1 Beta 2, but it is not intuitively obvious where to go from there to create a tiled layer package.  For some reason, this is found under the ios help and not the arcgis desktop help.

In ArcMap, click Customize, ArcMap Options and select the Sharing Tab.

Then enable the ArcGIS Runtime Tools under the Packaging Section.

Add data to your map.

Now you can click File, Share As: Tile Package.

Note: you'll have to set some metadata before continuing (description, keywords, and summary).
