correlation between two spatial distributions

I am working on a project where we are comparing property crime with foreclosure rates.  Is there a way in arcgis 9.3 to find a spatial correlation between the two.  We have compared the two visually with hotspots, but would like to find a scientific correlation.  Any help or suggestions on this issue would be greatly appreciated.

The best tool we have for this is the Crosscovariance cloud tool. 

You can also do cokriging with the two variables of interest, and look at the crosscovariance between the two variables.  This is done on the semivariogram screen of the Geostatistical Wizard by changing "Between: Var1 - Var1" to "Between: Var1 - Var2".
