Labels overlapping features in another layers

I have created several class labels in a layer and one of the class labels are overlapping features in another layer even after setting the priority and weight.  How to fix this issue?

Question:  Is that heat map symbology for a point?  If so, I wonder if the feature weight IS working but it sees it as a point vs a raster.  If it's the heat map symbology, use the Kernel Density GP tool to create a raster dataset and then apply feature weight on the raster dataset.  Any difference?

Kernel Density GP tool is only available with Spatial Analyst and I don't have the extension. But, Please see below, I labeling are on top of the points even when it is displayed as points and not heat map.  Thank you for your quick response.

Yes, it is the heat map generated through symbology.  But it is doing the same with the point data displayed as points.  See attached.

And the point layers are those ones marked 1000?

are the streets by any chance marked never remove?  you can see by going to the conflict resolution tab on the label class pane
