Time of Day in Serial Chart

Looking for an idea of how to show data in an operations dashboard as it realtes to time of day so that it evenly distributes the data ona 24hr time scale, or breaks up into groups. 

The field this data comes from is in the format 00:00-24:60 (military time, no day attatched) and comes from a survey, this format can be modified for the solution.
