How to size text background in html

I am creating maps where I need to add html coding to my text to create a background to subtly mask the elements and imagery behind it. I am using the formatting tags described at Text formatting tags—ArcGIS Pro | ArcGIS Desktop  to create my code.  However, the background is too tall, I would prefer it to be only slightly higher than the text in front of it, not roughly twice the height of the text.  The width is just fine.  Is there a tag I can use to change the height of the background?  Here is an example of my text:  California Present Perf<BGD red="173" green="234" blue="188" alpha="60">e</BGD>cted Rights (PPRs)

Miscellaneous PPR No<BGD red="173" green="234" blue="188" alpha="60">s</BGD>. 30, 35, 36, 38, 39, 40, 41, 43 and 49

I found a work-around.  ArcPro allows for transparent polygons, so I am using transparent patches instead of html for when I need smaller backgrounds.
