So, once I have used Add Data to get my coordinate-free scanned document in, then I go to the Imagery tab and hit Georeference. Everything is as usual, but it took me a long time to catch on to the Appearance tab controlling transparency. Under Effects, there is a slider for Swipe. That works, but...

Layer Properties does not seem to control individual layer transparency at all.
