add new shapefile to current feature layer

Is there possible to add new shapefile/kml to current feature layer ?

suppose i want to add new road centerline and add it to current edited layer via wab instead digitizing it ?

No this is not an option using WAB. You would need to do this in ArcGIS Desktop.
