ArcGIS Desktop10.5.1 toolbar buttons not working when selected.

I am having issues with the toolbar buttons not working. Sometimes they will work at startup and sometimes not. When they do decide to work they will stop working after the program sits idle for just a bit. I was running 10.4.1 when this issue started. I deleted it and reloaded 10.4.1. Didn't help. I deleted it and loaded 10.5.1. It worked for a day or so but the issue is back.

I had a similar problem.  When I clicked on a tool on a toolbar, such as Identify or Zoom tools, the active tool didn't change.  After much troubleshooting, I realized that we had just installed a new virus protection software called WebRoot.  We haven't totally solved this issue, but believe there is a setting in the virus software that may be blocking the toolbar buttons.  Worth having a look at on your side.
