GIS-based permitting, code, & planning solution? such as app/map combine

Currently ArcGIS Desktop 10.3 and ArcGIS Online. I recent got ArcGIS Enterprise Small Government and plan to upgrade 10.4 or latest.

Local government requested for GIS-based permitting, code, & planning solution. It seems to build such as app/map combine. Please advise.

This statement is a little too high level and vague. But if you're looking to create apps that support these workflows, I would start with the ArcGIS Solutions,

Planning and Development | ArcGIS for Local Government 

Another option you should look into is Web AppBuilder for ArcGIS - which is a generic, multi-purpose app builder and does not require any programming.
