Error while configuring License in ArcGIS Administrator

I have ESRI licenses on server. And i am trying to access the licenses from client machine. But When i give 27000@10.3.47.103, i am getting error "27000@10.3.47.103" does not have a valid license manager. Please enter valid license manager. 

27000 port is opened on firewall. And i am able to do Telnet to that server using 27000 port. And also added 27000 port in service.txt, but still this error is coming.

Anyone please help on this.

For the License Manager to use a fixed Port, see the steps in Configure ArcGIS License Manager to work through a firewall. Define any port from 27001-27009. I usually avoid 27000. Ensure the License Manager is running. Pass the port through Firewall.

In the client machine, In ArcGIS Administrator, just assign the Port@IP address as you did earlier. I assume that the IP address is static.
