I have a hosted layer that all of a sudden is receiving a not responding error followed by service layer not found. I have a few layers that are not responding.
Internet Explorer - I've attached the errors that I'm receiving
ArcGIS Desktop - it freezes the application while trying to load the layer
Chrome - it seems to work just find in chrome. both the web map application and just opening the layer in a map.
I'm not sure what to look at it to fix it. Any help would be appreciated.

How did you publish this layer? The most effective way to publish layers through ArcGIS Online is by zipping the file and adding that item through 'My Content'. Publishing layers through ArcGIS Desktop can cause complications. If you didn't upload the layer this way then give that a try.
The weird thing is that the layer has been working for about a year now. We go in every once in awhile and move a location and update descriptions but it's been working just fine. It worked just fine about an hour before this error as well.

Is this layer public or private? If it's public, can you share a link to the layer. Is the layer a hosted feature layer or is it hosted on your own ArcGIS Server?
If you are successful in one browser and not the other, take a look to see if there is a mixed content issue, mixing http and https. If this is a hosted feature layer, ensure that you are using https:// when loading the map viewer.
