ESRI License agreement require Commercial ASP license for providing commercial (e.g. ASP) access to ESRI software.
What does this license mean regarding ArcGIS Enterprise?
Is it just more expensive license with the same functionality (server & portal)?
Are there functionality limitations?
Unfortunately could not find a good explanation on the Web.

Commercial application service provider (ASP) allows third-party access to Software, Data, Web Services, and Documentation. A commercial ASP means a Licensee who uses Software, Data, Web Services, or Documentation for a site or service and operates the site or the service for a profit or generates revenue by charging for access to the site or service.

ASP does not include Portal. You would have to develop your own website and username authentication in order to do web mapping.
Is there any way to use WAB with the Commercial Server?

When you say "WAB", I believe you are referring to Web AppBuilder for ArcGIS; and the term "Commercial Server" means the GIS Server component of ArcGIS Enterprise.
Web AppBuilder is designed to work with web maps from a portal - this could be an ArcGIS Organization or a Portal for ArcGIS instance. You would connect and sign into a portal, then access one of its web maps to enable data content in a new web app. You can access web services from a GIS Server directly in Web AppBuilder using the Add Data widget.

Hi Michael,
The software was simply re-branded from "ArcGIS for Server" to "ArcGIS Enterprise" at the 10.5 release. There was no change in its ASP licensing. The ASP license does NOT include the Portal for ArcGIS component.

I think you meant to say "now" instead of "no" in the statement above. No, as far as I'm aware, it is not mandatory to purchase annual maintenance, but recommended so you can get updates and access to Esri Tech Support. As always, I suggest you discuss licensing details and options with your Esri account manager/local Distributor.
