Recently (last month or so) our ArcGIS web maps have begun intermittently breaking due to some layers returning the error: “Unable to establish a secure connection to the layer.” This occurs with layers from our ArcGIS server as well as public layers from ArcGIS Online. It seems to be caused by the browser redirecting from HTTP to HTTPS when accessing anything at Arcgis.com or its subdomains. In Chrome, you can temporarily fix this by deleting arcgis.com from HSTS, as described here: https://goo.gl/1AtLhl. I say temporarily because it seems to break again after some period of time, until you go and delete it again. Clearly this isn’t something we want our users to have to do to work around the problem. Any ideas how we can fix this?

 

Note: The setting for “Allow access to the organization through HTTPS only” in ArcGIS Online is turned off for our organization.

Yes I'm still having issues with the https.  I've just been using http.  who needs security??

With Nicole's (Esri's) help, we discovered that clearing our browser caches allowed us to open maps without being redirected to HTTPS, thus all unencrypted layers loaded successfully.

This started for me today. It was just a chrome thing yesterday but now it has moved to firefox. Did you ever resolve this?

I did what you said in your post and I was able to clear and get the https to go away.

I am having a similar problem, but not sure if it is related to the same issue. I am trying to add http REST ArcGIS Server services I have published to an AGOL map. I talked to support and have a case # but the answer was most likely you need to change your security to produce https REST services, which I am not sure I have the capability to do right now. Does anyone know how to add http encoded REST services to AGOL maps?
