What happened to the dynamic workspace concept for adding local shapefiles in ArcGIS Runtime Quartz release? What is the way to add local shapefiles to Local Server and get rest endpoint for query, export functionality?

Is it released, planned for release or will be taken off?

This capability didn't make 100.0, unfortunately. However, we are hoping it will be there for Update 1 next year.
