Sharing Setting not being applied

When trying to set the share setting for a uploaded survey to a group in my organization. I make the selections I want and click OK. The spinning icon comes up on the OK button but nothing happens for over an hour, icon keeps spinning.

Is this using Survey123 for ArcGIS ?  If so, you may want to move it to that space ...see Moving Content​

The team is aware of this issue and they are working on it as mentioned here: https://github.com/Esri/Survey123Community/issues/278

Here is a workaround option:

1. Sign in to ArcGIS.com
2. Click on My Content
3. Find the Survey folder from the left and click on it
4. Check the box next to both items (code sample and feature layer)
5. Click Share and select the group you want to share this survey with.
