You posted this in the ArcGIS Runtime for .NET area - currently DTED is not supported by the .NET Runtime - however a lot of the other ArcGIS products can read DTED data.
The next update of the .NET Runtime will include a 3D viewer which supports using DTED for rendering the terrain elevation.
