I have two separate Arcgis 10.2 servers; each hosting different maps. Last week one of the servers starting serving out maps extremely slow and the other one is still functioning normally. I also noticed that the REST interface page clicks are lagging on the slow system now. Nothing has changed on this system. If I restart the server, it performs better for a short while and then back to poor performance again. Also, it doesn't look like any server resources are being overly utilized. I do notice that the CPU on the slow system goes up to ~10% when selecting hyperlinks on the REST interface. The CPU on other system does not go up when hyperlinks are clicked.
What could cause this issue?
