Issue with exporting Excel to Shapefile - INCORRECT lat and long

I'm trying to export data found in an Excel file to a point shape file and regardless how I approach the task, I always seem to end up with the same result. The spreadsheet is transformed into a point shapefile and in Preview (ArcCatalog) looks correct, but when I add it to ArcMap, instead of the points appearing at the decimal degrees listed in the Excel sheet, they are all at a miniature scale (see picture). When I add a basemap and zoom out to a world-view, all the points appear to be in the same place, further indicating the tiny scale at which it is rendering.

My new shapefile is projected at WGS_1984_World_Mercator

This might be a fairly obvious fix but I've tried everything I can think of - changing the file type of the saved Excel, changing the cell formats of the Lat and Long data, converting in ArcCatalog and in ArcMap and the results are always the same.

I am not sure what exact procedure you are following but you want try this.

1) Under ArcCatalog navigate to your csv file and select Create from XY

[ATTACH=CONFIG]28501[/ATTACH][ATTACH=CONFIG]28501[/ATTACH]

There is an option to define the CRS (Use WGS 84) and then create the shapefile.

Once the shapefile is created use the project tool to project it in Web mercator.
