Has anyone created a widget or has any example code to rotate the view of the map?
I am wanting to rotate north so it is not up.
Maybe something like this:

this is not possible now.
You have to wait the esri JS api 4.0 (in beta for now) and it's implementation in WebApp Builder.
(NB : the example in your link uses the 4.0 beta API)

Two years since the last posting to this issue. Is the JS API 4.0 implemented in WebApp Builder yet?
Yes WAB has the ability to have a 3D map since WAB 2.1.

Interested in a Rotate widget for 2D maps though as a standard feature in WebApp Builder in ArcGIS Online. Will such a widget be available for those not using WebApp Builder Developer Edition?
The version on AGOL is 2.3 and WAB Dev is also 2.3
