when I put in the address to my server/ArcGIS/rest/service I get a red exclamation point. I am supposed to be able to add any mapservice right?

The red exclamation mark is an indicator that the address could not be contacted/resolved or did not meet a standard address url.

do I need to use my proxy even though it is http?
I don't see an issue with that url. When you place this url in a browser address bar and hit enter does the rest service end point display?
yes. I copied and pasted right from the mapserver page. is there something in the local layer that I need to modify?
I even tried a feature service and image service and they all went red exclamation point
my server is 10.3.1
and wab is 2.5
What version of LL widget are you using? Have you gotten the latest from git-hub?
