Does anyone happen to know if there is currently a way to exclude specific layers from the Legend Widget?

I have not seen this as I have not used a workflow that encounters this. Have you reported this to esri tech support?
Thanks for your reply Robert - I have discovered that it has something
specifically to do with Larry's Print Plus widget. We were adding a
user-created layer through the analysis tools in order to calculate the
area of a multi-part polygon (which is the only way we could figure out to
do it on a feature service) and didn't want this layer to be included in
the print layout legend. For some reason, if this layer is modified i.e.
reclassified in the web map viewer, it does not show up in the print plus
legend, regardless of whether it is hidden in the legend through the map
viewer settings. If it is not modified, it does display in the legend again
regardless of the legend settings in the map viewer. This is FYI for those
using print plus who have encountered this issue - it's an easy workaround
once one realizes what's going on. Thanks, cob

I found a bug where the default setting of hide in legend doesn't get written to the json config file for a web map when adding a new image server layer to the web map. If you change the setting to show in legend and change it back to hide in legend in the web map viewer, the setting gets saved in the json. You can also add the setting to the json file through ArcGIS Online Assistant if you are comfortable hacking the json directly.
