Customization of Tim W's location widget: 1.1

This is version 1.1 of the customization of Tim W's Location Widget

This customization adds Degrees Decimal-Minutes to the display-output;

Adds text instructions in each tab;

This customization is meant to make deployment of this widget more "out of the box" friendly for applications that are supporting Public Safety Access Points (PSAPs) where use of location-based services to identify location of cell-phone E911 calls is a critical part of their operation.
