I would like to ask what is the most common data format to exchange data of Water, DHC, Gas, Electricity, and other Network projects? Not only internally between ArcGIS users, but between ArcGIS and other GIS platforms.

Hi. Whenever I share data, I always use File > Share As > Map Package
This saves the file, symbology, data, network, etc. all together (similar to AutoCADs data packager and pre-flight options in photoshop)
