Can AutoCAD format files be saved as shape files or any other file with a length attribute in ARCMAP to allow the length of lines/mains be calculated

Yes.  You can convert the features in the Cad drawing to shapefile lines and compute a length using ArcMap.  You would create a Length field and then the Calculate Geometry tool (right click on the Length field) to populate with the shapes length.  This same process applies for geodatabase featureclasses.
