Hi, my current employer is looking to upgrade our asset management system. We are a small (roughly 5000 consumers) water district. I would like to implement a program that integrates seamlessly with ArcGIS. Any suggestions?

That link is already filtering by water utilities and asset management and is returning 126 partners. Hopefully you can find someone in there that will meet your specific needs.
I also recommend you discuss this with your Esri account manager as they could have some insights into local providers for the services you need.
