I'm assuming the answer is no, but I thought I'd check, as there aren't major platform changes as far as I know.
Does the team have plans to create a 10.3 version in the next six months, or should plan to stick with 10.2.2 for a while?

Every version of arcgis have the proper archydro installer
arcgis 10.2 and 10.2.x-->yellow.esri.com - /archydro/archydro/Setup/10.2.x/
arcgis v10.3 and 10.3.x--> yellow.esri.com - /archydro/archydro/Setup/10.3/
you need always to choose the last build available, and apply every patch to your arcgis, to avoid problems.

It will not. You need to install the 10.3 version for ArcGIS 10.3/10.3.1. You can download the latest build from the following location
