Where can I get HEC-GeoHMS and Arc Hydro Tools for ArcMap 10.3.1?

I tried Hec-GeoHMS for ArcMap 10.4, its working fine. I hope this will work for ArcMap 10.3.1 also.
How did you load the HEC-GeoHMS tools on 10.4? The downloads page only seems to have a 10.2 version and that did not load on my system. Thnaks for your help.
I'm also curious how did you manage to install version 10.2 on ArcMap 10.4
