Problems aligning culvert points and stream linework

Dear Hydro Community,
I just added a stream polyline shapefile and culvert point shapefile to my map and can't get the points to line up. They are from two different sources and they appear to have different scales. I've tried defining projections for both shapefiles without success. Any ideas for a solution?
