Does a version work with ArcMap 10.3 or 10.4?
HEC GEORAS 10.3 is released yellow.esri.com - /archydro/HecGeoRAS/
Not sure if it would work smoothly with ver. 10.4
Edit: It might not work with ver. 10.4, as issues faced by the users run hec-georas with arcmap 10.4 , in which case you might have to wait for its 10.4 release.
Thank you. I've been trying to find it without any luck. Unfortunately it won't install with 10.4.

HEC GeoHMS and GeoRAS Builds for ArcGIS for Desktop 10.4 & 10.4.1 were added to the web site late August.
Adding to Stuart HecGeoRAS 10.4
