The latest is ArcGIS Pro Prerelease 1 Update 2. I guess you need that. I faced some problems as well while trying to use ArcGIS Pro Prerelease 1 some days back, but was not getting that same error. Upgrading to Update 2 resolved it for me.

Even if you try to merge them and are somehow able to maintain the same ObjectIDs, wont the features in the merged data try the get the same ObjectIDs? In other words, I guess in your scenario, it will be difficult to merge the data and maintain the same ObjectIDs...so I'll suggest leaving them separate for each year.

Yes, you are hitting that same Bug that Joshua mentioned. Seems that this has not been fixed yet and is still being worked upon by the Dev team.

The Access Level of DEFAULT version is "Protected"....so other than 'sde' user or a 'syasadmin' user, nobody else can Post edits to that version or edit in it. So either your editor has access to credentials of the "sde" login or they have 'sysadmin' permission, which allows them to post edits to the Default. Maybe you should confirm their permissions. If this is urgent, I'll suggest contact Tech-Support for a quick review.

The "Geodatabase Administrator" was introduced at Desktop 10.1, so you wont have that as you are using Desktop 10.0. You can check the details by right-clicking on the concerned versions in Version Manager and then checking the properties.

Good to know that it worked! But installing SQL Server Management Studio(SSMS) is not related to SDE in any way. My suggestion of installing SSMS was just to test whether the SQL Server interface (SSMS) was able to connect to that instance or not. If that didn't work, then its highly unlikely that ArcCatalog would be able to connect. I guess, there must have been something else installed along with the SSMS which helped in getting this to work. And yes, SQL Server Native Client is all you need on the client machines to get the connections working.

Can you connect using that "sa" user using SQL Server Management Studio or from ArcGIS Desktop? Did you change the password in the command that Vince gave you as an example? ( -p)

The following page explains that ArcGIS 10.3 Desktop, Server and Engine will contain the necessary PostgreSQL Client libraries. You can connect directly from ArcCatalog to PostgreSQL database from ArcGIS 10.3. Database clients—Help | ArcGIS for Desktop The PostgreSQL Client libraries are in the version 9.3.5, and they can be used to connect to an older database, like PostgreSQL 9.2.9/9.1.14 database too. So there is no need for manually installing the PostgreSQL Client in 10.3. Managing Data Geodatabase arcgis 10.3
