If you can already calculate scale based on page size i think what you may be looking for is creating a text file with XY coords in it. For example create a text file formatted like below: fromX,fromY toX,toY The first set and second set are separated by a space and the X and Y are separated by a comma like a world file for cad drawings do your anchor fromX,fromY toX,toY first and then calculate the others I'm not sure you can load them with python but you can open your link table and load them. I'd be interested to see how you come out with this project

Sorry, you would need at least a Standard license to edit the geometric networks. I can't emphasize how valuable these networks are with relation to connectivity and tracing.See this link ArcGIS Help 10.1 .

Sorry i had to work through the steps so I could remember how to do it. If you already have the xml file create a new file geodatabase right click the new geodatabase select import xml workspace navigate to where you saved the xml file and select it also check the radio button for schema only then click next then click finish

In an ideal world you would be able to set up a replica from their geodatabase. Since you mentioned shapefiles I'm guessing they don't have a database published you could replicate from. You could use what i call "nuclear replication" where you use delete rows and then append rows essentially wiping out the database and replacing it with new data. You could easily do this in model builder
